The short answer
The UAE Ministry of Finance describes e-invoicing as structured invoice data exchanged through the country’s service-provider model. A business must assess its own scope, prepare its invoice data and establish the required accredited-provider relationship. An ordinary PDF or email is not the whole structured exchange process.
Who needs to act?
Check the applicable current decisions, your legal entity, revenue category and transaction scope. Do not assume VAT registration or company size alone resolves every obligation or exclusion. Use the official MoF portal and professional advice for your case.
What should finance own?
Tax identities, treatment of lines and allowances, document types, corrections, recordkeeping and approval responsibilities. Identify the source of truth and how rejected documents are corrected.
What should IT own?
Source interfaces, required fields, payload validation, status callbacks, secure credentials, retries and duplicate prevention. Plan sandbox testing with the selected provider.
What is the right first step?
Use the readiness checklist and ask who owns accredited-provider appointment, ERP mapping and testing. Bring finance and IT to the same discussion.
